Designer needed to enhance look of existing website

I need a Graphic designer that will enhance the look and appearance of an existing website.

Instead of me telling you the changes that I want made to enhance the appearance of the website, you will be able to identify what needs to be done to make the website more usable and more attractive (in terms of colors and content layout).

If you can make changes to the PHP files that would be great, but if you can create HTML files that represent what the site should appear and look like that would be sufficient.

1) A brief description of the changes that you would make (i.e. background colors that you would change, how you would separate the content of the main page - Site messages vs User content (which we are thinking of calling Neighbor Grams).
