auto links and verification

I have an equine web site and need an auto submission php links program added to it. It would be an equine text link program where a link trade can be made with verification of link to the site that wants to trade text links. Also a paid link for people who want to pay for a featured links and banner links program, It needs to be set up and added to my already working equine site. Must have experience in mysql and database, and php experience.
