I want a c# silverlight app that can compress jpegs; I am not interested in compressing anything except jpegs. The application would only be compressing one jpeg at a time; so you would not select more than one jpeg to be compressed in one go.
I am only interested in the functionality; look and feel does not matter. Note: the jpeg specification has a built in way of setting the quality of an image from 1 to 100; this functionality must not be used when optimizing the jpeg. So the quality of the jpeg must be exactly the same before and after being compressed. After the jpeg has been compressed, it cannot be viewed as a jpeg, it first needs to be decompressed.
If you want to use a third party tool/dll, you must tell me about it when you bid. Furthermore, you must tell me how much smaller the jpeg will be when it is compressed. Note, silverlight is similar to a windows application but it is not exactly the same, so you must be certain that you can work with silverlight.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
