Create Database & Login & Comments

Good day. Looking to have created a Scalable database for members & company to easily share info. -Business Objectives Communication with members, ease of use. Ability to set time limits on posted info. -Functionality This proposal supports the following functionality: Membership sign up form - 12 questions, create username and password, on submit, enters scalable database (needs to be created), sends email confirmation to member and company. Login "box" (no larger than 160W x 140H pixels username / password on all pages) logging into the database (entered above) with separate secure pages for each login member. Member pages to list links for members "open" and "completed" projects. Projects then link to a pdf. Option for company to upload file(s). Member has place to enter comments that run constant listing current at the top. Company to receive notification of members new post on comments along with link to the page. Company comments/ responses to also be visible on page. Member to receive notification of new post on comments along with link to the page. Member Pages has link to be able to update "my profile" or "search" along with aforementioned "view open / completed" projects. No tampering that results in negative performance, tracking, unsecure or undesirable features. -Constraints Constraints are conditions that can potentially have a negative effect on the project. Any other info needed, please let me know. 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
