Discount Coupon based on payment/shipping method (interspire shopping cart)

e need a change / addition in simple module coupons.
One way to issue a discount coupon based on three options more than already exists:
1 - Based on Zip Code
2 - Based on State
3 - Based on form of payment
Arriving at checkout, submit the discounted total, before finalizing and go to payment (see how best to do this).
In option 3, if the client is choosing a payment method other than that specified for the coupon, the discount is canceled in time.
I'm open to suggestions.
