Directory Site

I need a directory site, I can purchase directory scripts or you can use your own, or open source. You need to get database for USA / Canada, all states / providence, and cities. Each city must have its own page. Must have way for automatic SEO, means that it will enter dynamically some keyword in title tag + city name. So for example, if keyword is florist, each page will have title tag and H1 tag like this Florist [put city name] and Florist in {City Name] Understand what I mean? If you have script which already does this, then it should be very simple like import database of country, and that's it. I will need a simple web design done, but main thing is making software work, so you can use some dummy template just to test firstly that software is working fine and per my specifications, then you will build a simple custom site and load it on there. I will need to accept payment by Google Checkout and PayPal both options. Free link option will be available with reciprocal link back requirement, site must automatically detect if link is taken away, then it needs to remove listing from the site. Free link will require moderation, paid listing will be included automatically. I should have way to add category and cities and countries in the future if I want, with easy way to import database.
