My name is Jozsef Kiraly, and I am currently a senior student at University College Nordjylland, Denmark, studying Computer Science (mainly oriented around web technologies). What you want is an eCommerce website, with responsive design. There are many solutions I've worked with, but for your case the best would be PrestaShop. It has tons of plugins for extended functionality, is easy to use, language can be specified per user, and has at least a hundred responsive themes. Items section is up to you - you specify the products (name, description, images, price, etc.), and entering them is just a question of time. RTL is a bit trickier as it has to be implemented in the theme, and only a handful of them done so. Android and iPhone applications would be quite unnecessary as the responsive website basically functions as an app. There is though, an app that you can use for administering the website, adding new products, etc. I have about a year of experience with PrestaShop, and five years with PHP/CSS/HTML in general.
