Assign x,y co-ordinates depening on priority and radius

I need to select x,y co-ords(we will call them flowers) from one table, and display them on screen where user can enter radius, and priority for each flower selected.

Then, i need to select x,y coords(we will call them bees) from another table, and print out a list of which bees should go to which flowers.

A bee cannot go to two flowers, only one.

Basically.

If(bee is within flower radius){check to see if it is within another flower radius}

Assign bee to flower with highest priority.

If(priority is the same) {assign to flower with least amount of bees assigned to it}

If a bee is not within any flower radius, ignore it.

At the end it needs to give me data I can then plot on a 'map' with gd library(i will do this myself)

Code needs to be HEAVILY commented.

Assume the person reading it does not know php or mysql.
