Admin Panel

I need a basic admin panel. Most importantly, however, I need to know how to create an admin panel. I do have basic PHP knowledge and understand the concepts of using includes, etc. to make this work. But, I haven't been able to find a good enough tutorial to figure it out entirely yet and I don't have enough time to devote to searching Google for hours. I would like it to be similar to the attached...easy to understand, clean, and user-friendly. It must be secure (log-in required) and be hosted on my server with URL's of my choosing. The panel should be able to upload replacement information, new information, pdf files, pictures, music, etc. Again, more than just doing this, I need to be able to figure it out. There is a good chance that if you give me the files, I will be able to figure it out on my own. However, if not, you must be able to explain it to me (again, I am able to understand most code fairly easily). Additionally, I will need to have your services as a back-up for the next few weeks, in case any questions/problems arise.
