VPN automated setup, supporting dedicated ips.

I need the back end of a VPN hosting site written. As of my knowledge, there is no commercial software for this. I was considering buying this plugin for whmcs from here - hxxp://[login to view URL] this would allow me to auto setup, auto cancel, and a list of other things. I contacted the author of this module, and he said that it doesn't support dedicated ip's, or ports open (ports HAVE to be open at the end of this project, that is the only reason that I am posting this here). Basically I need a solution, if it is easier to customize this module, I will purchase it and let you customize it, if this project needs to be written from scratch, it is also another option. I would prefer to stick with whmcs & modules for it since it is proven software, but I am open to other ideas. -thank you for taking your time to read my thread!
