Icecast Auto stream recorder from timetable & upload to FTP

Hello everyone :) I'm looking to be able to record to record from my Icecast server and upload to FTP and be able to download from website ... So the software can be php based our it can run on a windows 2008 VPS server .. Here is what it needs to go. The script need to check this page every 2 hours . [login to view URL] If there is a DJ on It will need to record the the stream for the 2 hours then after the 2 hours it need to be uploaded to the web server. So people can access the mp3 file from the download page Also need to be named from the DJ name thats on the website..
