Database deduplication - PHP/MYSQL II

I currently have a database that is storing whois domain lookup data. However, at the moment there is a lot of data replicated, like terms and conditions, privacy policy What I need is for the terms that are repeated over and over, to be stored in a single table and the whois record to be tagged that the appropriate terms with a small string or something. If someone looks at the record it pulls the whois data from one table and the terms data from another table and this will seriously reduce the size of the database. I would need to discuss this in more detail on a Skype session or something to explain. I expect this would be pretty easy for a good PHP coder who know regex and strpos, etc.
