Custom Login and Price change for products - repost

Looking for magento expert. I need a few custom changes to my magento site. I have hired a couple other freelancers to try and help with this.... There are still some things that have been missed and need to be changed. I am looking for someone that is going to take care in the site and make sure it is all working correctly as I can not keep freelancing multipul people to fix things. low budget for first project but more to follow if done right. Thank you. Important - Create custom Log in for showing product prices to special customers. (img) - I need to figure out for entire site. Not sure how to do this. Idk if we need to make two stores or if there is a way to make price change for products after the custom log in. There is also a page or a login option that needs to be created for footer buttons - customer types to log into... Need to have two types of customers- idk if we need to make special accounts for the customer types or if we need to make custom pricing for products click and enter 4 digits to see custom or special pricing. 1. commercial - base price customer using regular forms of payment. 2. Government (GSA) - special pricing, custom login and custom user account. using government visa. confirmed by first 4 digits on card. government 4 digits to use - (4486, 4716, 5568) Products also have different options that change the price. SO gsa will have same options just different pricing point. - Here is an example of what I am trying to have designed - the pop up window and wording for 4 digit verification to see pricing. I dont have skype (NO SKYPE) and prefer to work through freelancer.
