Create web app for special education

I want a web app, design for special education teachers, which would be able to do the following things:
1) web app to host data from various fragmented scoring systems, and evaluation sites, using APIs that I will write.
2) easy use of templates, like HotDocs, that would allow teachers to fill out (IEPs, lesson plans, etc) using a simple drag and drop method
3) automatic form updating, based on data changes within the outside sources
4) easy collaboration and authorization tools, to allow every person involved in the case management process (parents, teacher, administrators, therapists, etc.) to chime in
I have some design outlines I drew up, but I'd love to hear about your ideas.
