Best T-Shirt Game

When users on my site vote for a certain user uploade picture on my site, I want the number of votes to be recorded. It must record the users information that is voting on the picture, and make a post on his timeline that they voted for this picture. In a given time period, the photo with the most votes will be posted on a bulletin board. This will most likely be all php. It should work something like this 1.) Todd uploads a picture of his shirt to the cool shirts page. 2.) Jamie, Amanda, and Kyle vote for his shirt. 3.) Jamie, Amanda, and Kyle immediately show a post on their wall that they voted for Todd's Shirt. 4.) At the end of the designated time period, Todd wins with the coolest shirt. 5.) Todd is posted on the cool shirts main bulletin board 6.) A message is sent to all the users that Todd has the coolest shirt. Should be pretty straight forward from here. Someone must specifically apply for the coolest shirt award to be taken into consideration.
