I would manage this project using Agile principles. I think best to take an iterative approach and divide development into a series of two week sprints. Based on the limited information, rough estimate is 4 sprints. My inclination for a job like this would be to use C#/.NET4,5, WPF and MVVM design. We would need to meet to discuss minimum viable product requirements in order to refine the timeline and cost.
