Android app Installs Bot Frame

I need someone to build an application that generates Google accounts, each created with a new proxy, the program needs to launch an emulator running android, use a proxy, log into Google Play with a generated account, and download an app from the play store all automatically. After the app is downloaded and installed on the emulator, it needs to then destroy that emulator and start over. Each time, a new proxy needs to be used. I have the list of proxies that should be used. If a proxy dies, the system should reject it and chose a different proxy. This is for educational purposes only but should function like it was going to be used for production. I have obtained permission to develop such an application. This is NOT an android app but it can run on Windows . It will be Great if this a Web Based App. The system needs to operate as efficiently as possible. THIS PROJECT IS URGENT.
