Custom skin for existing cms, forum, etc.

I need someone to create a nice custom skin for my college community website. I am using subdreamer 2.3.1, IPB 2.1.7, a flash chat (to go along with the forum), and myspace script site. I want all of these fully integrated with a common skin. Right now the cms & forum are fully integrated. I also want 2 additional customizations: 1. a simple dating script (fully integrated in the cms) (members should be able to choose weather or not they want to be apart of that script in their account profile) 2. i am trying to make the forums a place to host study groups from various universities. I would like an easy way to: all posts from all universities are shown under study groups forum --> user clicks an option and it narrows the posts down to their specific school (or a school of their choice) --> clicks another option to narrow posts down by teacher --> section number. (is this possible?). [i'm open to suggestions for a better way to do it]. Would it be possible for users (when they want to 'create a study group') to hit a button in the "Study Group Forum" which asks information re: university, teacher, section number," and automatically creates a subforum with that information with the following subforums: lecture notes, lecture notes request, homework discussion, class discussion.
