Convert the database of an old Win 3.11 application to MySql

My company seeks a coder who can convert an old database from the Win 3.11 era which has an unknown plaintext structure into MySQL tables and data. Ths database is non-encrypted and contains geographical information about states, countries, cities, their longitude/lattidude and their timezone. The only problem with this database is that information about it's internal structure is lost. We only know that all fields are linked together like a bunch of inter-linked struct's . Certain struct's and all their variables are known already, but the most crucial ones are not. This information will be passed on to you. For this project we need a coder who is adept in rational databases and who can rediscover the underlying format this database uses. After the coder documented the file format he is asked to write a simple importer tool in the PHP programming language, so that different copies of this database can be automaticly uploaded to our webserver.
