Greetings.
I would like you to build a website where tipsters will put tips for a bet on sports and users will be able to view those by purchasing predictions.
This website is full of functions and security is a significant factor by the time that valuable information must be stored and credit card transactions (or paypal/alertpay, this will be decided in future) will take place.
I am a web developer and designer myself. However I do not have the time to implement such a website by the time that it has many features. So, I would like only professional web developers to bid for this website in order to avoid future miss understandings and/or troubles with each other. What I will require and ask to be implement is already implemented by other websites so it is possible to be done.
The website will be delivered in 3 big parts or 5 smaller ones.
What I will request for this bid is just a small job where very basic functions will need to be implemented. This part will not be included in the parts mentioned above. This part will only be used in order for me to inspect your work and in order for both of us to discuss about the features of the website.

As you can see, those are very basic features and very easy to implement. I will give you full details for the database structure later on.
What I need from you now is to make a bid for price and days to deliver. Days to deliver is a maximum of 7 days. I will provide to you access to my webserver for ftp and mysql.
Feel free to discuss about any aspects and for the whole website design.
## Deliverables
So for this part the requirements are:
1. User registration, login, logout based on cookie.
1.1 There will be three types of users Tipsters, Admins and Normal Users. Users will be able to select if they want to register for tipsters or for normal user(those who view the tips of tipsters)
1.2 Users will be able to recover their password using secret question and answer. Not email based.
1.3 Users will have a credit's account balance.
2. Administration section. For now features will be:
2.1 Admin will be able to modify any users information in database
2.2 Admin will be able to suspend a user for a certain amount of days (based on hours). This means admin can suspend either a tipster or normal user.
