CGI/PHP/??? database (easy)

I need a simple database designed in either cgi or php. This should be relatively simple to my past database requests. Purpose of this database/script/site : Picture posting I need a database which holds pictures and posts them as thumbnails on the display page. Ie. When they click on...Cars or something, it will show many thumbnails of cars and when they click on one it opens up an html document with full image. I need to be able to create/delete/change categories at any time and still use the pictures with ease. It should be somewhat easy for me to add pictures to a specific category and get it thumnailed automatically. I do not want to have to create the html pages manually, I want the script to do that when it opens the full size image. Lastly I will need and upload script for the database. Users will have a few different categories to select and they click BROWSE and upload. The picture(s) will be uploaded into an admin file for approval. The admin should have a nice section (PW protected) with a nice layout showing pictures on que. I can click DELETE and the picture is totally deleted from database and website, I can click POST and it will post it into the categories and everything they selected, and I can click CHANGE where I can change the place where the picture will post. I will have a link on the page that will say PICTURES QUEED(typo) where the webmaster of the site can login and allow/delete pictures. The upload page will have a CATEGORY selection box (this will be where the pic posts once approved). It will ask for their name, email address and a checkbox. ALL FIELDS required. The checkbox will just be an acceptance to my rules. Along with this I need a nice website layout. It needs to work well with the database/script and allow some space on the mainpage so I can add referal links. Please us free databases and scripts for this and just customize it.
