Bill Me Later - Web Payment System

Full development of a "bill me later" web payment system. You can see similar systems in action at [login to view URL] and [login to view URL] Basically the process is as follows: a consumer visits a web site and decides to purchase a product, the merchant then refers the consumer to [login to view URL] with basic information about the product id (the merchant has to pre-define products and prices in the admin section) where the consumer enters personal information and social security number. That information is passed to equifax and a credit score is returned. If the credit score meets the minimum score (as defined in the system) the consumer is presented with a receipt, certain information is posted back to the merchant's server and the consumer is redirected to the merchant's "transaction successful" web page. Data is stored in the database and an account is now opened for the consumer. An e-mail "bill" is sent to the consumer. Each day our employees will log into the administrative section and select "print" and a pdf document of all un-sent bills will be generated so that it can be printed on our printers and mailed physically to the consumer. Upon receipt of payment our employees enter the consumer's payment into the admin and the consumer's account is credited appropriately. The system must allow for both one time purchases and for subscription based purchases. Reporting must be built into the system and varying levels of access must be included so that employees do not have access to system wide configurations. Interest must be calculated and added to delinquent bills. Attached please find module descriptions and flow charts. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
