Build a freelancer website / semi-clone Site

Hi - I would like you to build a freelancer-based website. I have the copy of a freelancer-based script that you would use to create my website. 90% of the functions/layout would be similar to what's already out there, the edits/modifications of functions about 20%. So if you are aware of freelance-based websites, this would should be easy. I have purchased the copy of the freelancer-based script, so you don't need to obtain one or begin from the bottom - but you do all mods/changes/additions. This would be a test site, but fully functional. You would need to be great with coding, scripts, mysql, database website system. IMPORTANT notes: Agreement: You need to come from a registered organization, you will need to sign our disclosure agreement Payment: Paypal only Deadline: 1 month Deposit: 10% upfront only, no changes Language: English only Communication: Email/Skype We will not award through this website as we had hired some people here, paid them, and they disappeared - and then this website takes our money and refuses to return us the money- leaving us stuck, loss of money and no job done. So STRICTLY paypal only. Website: What we have is a php scripts for a simple freelancer-website (complete). As mentioned before, our functions are almost similar to other ones but have additional functions for you to add/create/modify - but the service/functiinality stays similar. This website would service everywhere, so the ability to load according to IP address is important. Website language is only English.
