Hi, I have created such an application previously, although with a different functionality of content upload, live commenting like chat, and live updates, as part of a content company's management system. I can work with Android and Php, but looking at latest trends, I would suggest that the whole app and service be developed in Php with a responsive framework, so you don't have to create a separate app and go through the rigmarole of store approvals and all that nonsense.
