Android subscriber notification system/platform

This is what is needed: PROJECT DESCRIPTION This project is for an android app and possible iOS app. Its aimed to distribute messages to registered users, posted from a secure web based interface by system administrators. Registered users can subscribe to categories defined in the web interface. SCENARIO A user will download the app and register. Once registered, the user has the option to change / update his or her profile, to submit a message to the system administrator, and to subscribe to categories. Assume the category “Road: Johannesburg to Cape Town” exists, and the user subscribes to this category. Then assume the systems administrator sends a message to all users subscribed to this group – the user will then receive the message sent from the web based interface. Important is that the systems administrator must be able to send pictures and videos to subscribed users. The system has 3 base levels, namely: 1) Owner – who has full access to the web based back-end 2) Administrator – who has the authority to log into the web backend and circulate messages , but only to the categories assigned to the administrator 3) The user subscriber from the mobile app Please see the attached file.
