Asterisk

We are looking for a developer who has real world experience with Asterisk applications. Specifically we need an application that allows a user to call a number where the system would use voice recognition to 'hear' the license plate number of a vehicle. Once the system has verified it has 'heard' the numbers/letters correctly, the user could then leave a brief message. Once the user disconnected the system would then 'look-up' the license plate number using a system provided by a third party website via an XML feed. The system would then pull the phone number of the owner of the license plate and call them. The owner would hear a brief message generated by the system followed by the message from the user. This is a fairly simple project for someone with extensive Asterisk experience.
