I am using a software called ISP wizard which has a fuction that allows me to sign people up over the internet for dial-up. I use a company that has an API that I can use to interface with. I need a web API that will marry the two together in a secure way so that somebody cannot go in and sign 100 time. I do not need credit card proccessing.

You could perhaps build your own web site which parses the data from the user - does various checks - including taking credit card details and then pass on the required details to the API.
