Developer Required

Hello I am writing to gain quotes a new project, this project is a personal project for myself. However the budget is very small (£150-£200) and the work is to the extent of a social networking site. I apologize for the small budget but after scrapping every available dime together this is what I have reached...I would like to be able to work closely with a developer to get this done and the time frame does not matter. All I can tell you know is this is a group social networking site so when they sign up they are requested to join or create a group. This group will then be a meeting place, they will each need to have a profile but be VERY basic no commenting on there profile or anything just a place to show any contact details and a option to PM the user.
