Build Special Form Processing

Greetings Team and Read Carefully. I'm run an holiday apartments website and I'm try to build a very professional form. My website is all html site and I would like that after a guest see the property detail and click on Booking Request his redirect in a special form (Hml or asp) where guest sends the inquiry by completing the form for that property owner. Email address of the guest is hidden. Property owner receives the notification to his email that the inquiry came in. If this property is available for the specified period, property owner sends the reply back to the guest that the property is available. This reply also includes the total cost for the stay. Guest receives the reply to his email and if everything suits him, he can book it. For this, guest will have a payment link in his email from property owner. By going to that link, guests will pay 10% commission to web site owner. Payment is done via PayPal. At this, both web site owner and property owner receive the notification that the payment passed. When the pre-payment is done, guest's details (email and phone) are revealed to the property owner in his Rent Inquiry table. He can contact him directly and explain everything needed before the guest checks in. Please only not waste of time.
