Automate My Business

Here's the deal: I need a web programmer who can automate my content freelancing business to operate very simply. A client will come to the site, create an account, fill out an order and the details will be sent to the writer, then the writer (who is also able to make an account) will be able to upload their material to their account on the site which will then be sent to an editor (who is also able to make an account) and then finally the material will be uploaded by the editor and the content will be sent to a moderator on the site (someone with sub-permissions to the "super-admin" who would be myself) and then will be confirmed and emailed to the client. The site will need a classy, web 2.0 style that is intuitive and easy to use for all parties. I will need to make payments in $100 dollar increments so if this can't work for you, sorry.
