Develop a Wordpress theme options page

So I’m looking for someone who can take my pre-designed WP theme, and apply theme-options functionality, as well as a few other finishing touches to help a newbie like me finish building a theme for client :)

The theme options page will need to include the following:
Style options:
- 4 link input fields that will apply to the social media icons in the header
- 1 font selector that will change the body font using basic web-safe fonts
- 1 font selector that will change the heading fonts
- 4 color pickers that will change 2 accent colors, body text and header text color
Home Page Slider
- A functional slider on the home page, preferably something like: [login to view URL]
- Image upload options for 5 slides that will display in a slider on the home page (with optional click-through links)
Homepage featured images:
- Image upload options for 3 featured images on the home page (with optional click-through links)
Logo
- Image upload for logo
- Optional plain-text site-title option (preferably with tagline underneath)
*** I am even willing to go in and paste the codes in to the css and html pages, I just need someone to give me that code and build the functionality in the option pages.**
