Consultation on web app/charting project/database

I'm looking for someone to help me create a Request for Proposal for a web based database dealing with financial data. I have posted a few projects on rentacoder for some site components, but now I realize I need someone to help me plan out all of the requirements of the site so I can get a handle on the scope of the project. This will be a quick project for someone who knows the ins and outs of financial databases and ways to visualize the data. Preference will be given to those who are familiar with Esignal/Interactive Data or IQ Feed. You should also be able to give me the pros and cons for something like Fusioncharts vs. ChartDirector. You should be able to tell me if what I need to do can be accomplished on my current hosting account, or if I need to upgrade to VPS or buy a server. I would prefer to work primarily open source but I am willing to pay licensing costs for things like the charting package. Please keep in mind that this is a small project for an individual, not a big company. Please remember that I do not want you to create any software, I just need someone to take a look at my business requirements and give me a technical document to work off so others can fulfill the coding.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
