Dialogic ActiveX Control Needed

I am looking for someone who has extensive knowledge of dialogic boards and that can write a set of activex controls to work with dialogic voice boards. Final specs can be worked out but it should be able to handle maximum lines setup by hardware, detect and send tones, record voice, play voice prompts, and more. I know there are other controls out there already but need my own written. You must do all of the source code yourself and not use any outside controls. The controls must be compatible with all MS languages (VB 6.0, VB.net, VC++, etc.) It will also have a built in phone simulator where you can test your software at runtime.
