Counter Strike Source (urgent)

The project is very simple: I have the game called Counter Strike Source running over Direct X connected to a server, what I want is a piece of software that stays always on top (over the game) during the game. What this software should do is: listen the network packets and represent them in a colour bar that goes from green to red. The purpose of this project is to represent graphically the latency when I’ am playing the game. There is a way to activate 3 types of graphics inside the game but everyone have numbers and they are represented by a line, this is not what I want. Knowing the main purpose if someone found out a different solution with the same result even if it’s not entirely what’s happening in the network traffic I buy that… ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
