Need to be able to copy files that are in-use and locked. For example, the [login to view URL] file when Outlook is open. The solution should use Windows API routines and can be packaged in a DLL made in any programming language as long as no runtime files are required. The functions will be called from a VB6 application. The DLL should provide two functions. One to determine if a file is locked and the second one to perform the copy. The copy function will receive two parameters - the source file specification and the target file specification and will return a status code. The status code will be 0 for success or the Win API error number if an error occurs. This needs to be a robust solution of the type used by Open File Managers. I am not looking for a simple, cute solution. I am looking for a real solution that can handle open/locked files like Outlook PST, Databases, etc... The winning bidder will have to describe their proposed approach to this solution to demonstrate their understanding of the problem domain and to assure me that their solution meets my criteria above (regarding robustness).
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
