We need a contextual popup system which will basically popup a website URL based on a given list of keywords.
For example we have a list of the following keywords:
basketball
jewelry
cars
computers
now lets say the person goes to a website that contains the keyword "basketball" then based on that it should popup the website we put into the admin for that keyword.
lets say they go to a website that has the word "jewelry" on it then it should popup a window that will go to a website we specified in the admin for that keyword.
It should also be able to do this with a list of provided URLs so if the person goes to a certain website it should popup a window if we have that URL in our list.
This contextual application needs to be as small in file size as possible and it should be written in C++ provided through an EXE file.
This program should not be detected as a virus as it is not a virus so any programming knowledge that triggers anti-virus programs as a virus is not allowed to be used when programming this.
The admin should allow us to enter/delete/edit advertisers with a list of given keywords/URLs and the URL the popup should lead to given by the advertiser.
The admin should be able provide us with stats on each advertiser's number of popups served per day.
To summarize it up the popups should show based on one/or more of the following:
1)Keywords the surfer is searching for
2)Keywords in URL or URL string
3)Specified URLS
4)Exclude specified URLS
5)Categories

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Must work on Windows 98, Windows ME, Windows 2000, Windows XP and also on Internet Explorer 3+ and beyond.
