Compare Hebrew Names and Addresses Algorithm

I need an Algorithm or a set of them to provide the degree

of similarity between records in a DB.

The source record include Name (Lastname and firstname same field), address and city. The telephone in this record si incomplete or missing. The searchable records are several thousands of posible matches in the same city.

In the second record, the first name and last name are in separate fields.

I would need a series of algorithm to compare and find the most similar person in order ot get the phone number.

All the data is in HEBREW. DB is ACCESS 2000.
