Can I Use Outlook's VB Editor to Make a form popup each hour and take me to a Access Database?

I am developing a MS Access (97) Database that keeps tracks with employee's time working on different tasks. Users enter their Employee ID and Task each hour on a form...call it Form A. I need a program written that pops up a small form (only needs to be about 3"x3" in size) every hour. Form should only have two buttons on it. One button should: Open the MS Access Database that I specify. The other button on the coded form should simply 'Close' the Visual Basic form. I do not have any Visual Basic Developer tools such as VB6 or Visual Basic .NET. So if you respond with a bid, please be aware of this. Remember, the popup form should open MS Access and the specified form after clicking a button on the form when nothing else was open at the time. I would like to edit the program for future maintenance purporses so I would like to see the source code of the program. Take this in consideration when providing a solution. I am curretly trying to use MS Outlook for this. I am creating a customized for by going to Tools, Macros, VB Editor. I can create the form and get it to respond to my button click but I am having compile errors...and I'm not sure how I can publish the newly created form as an Appointment (if this is mandatory to get it to pop up each hour) So please make a suggestion if this is a good way to accomplish what I need. This is what I need done. I am only suggesting that I do this by creating a new form in Outlook and using the VB editor to take me to the Access Database and get it to popup each hour. But please write in any form desired.
