Create excel kind of chart

I have excel chart where we define the coordinates and other stuff and generate the graph, I need the same kind of concept where the person can create that kind of stuff in web. where he can define the coordinates and other stuff using the admin, and fill in the data and the system will generate the graphic based on what clients want. More details will be provided on PMB. As usual Its urgent. deadline by 7march. Budget is max of $600-$700, but after this we have few more phase for the same project.
