asp.net module in vb.net for converting video to flv and extracting a thumbnail

I have a video upload website. I'd like you to write a module that takes in an uploaded video file (httppostedfile), converts it to .flv and extracts a thumbnail for the video.
Basically implement the following function:
vGetConvertedVideoAndImage(ByRef inputvideo as HttpPostedfile, ByVal nSecondsAtFrameToExtract, ByRef outputvideo as HttpPostedFile, ByRef outputImage as [login to view URL])
I am hosting in a shared environment ([login to view URL]) so cannot use [login to view URL] directly. It has to wrapped as a dll or something. I think you can use the local server storage for temporary files during the function execution.
The code must return appropriate exceptions and must be reasonably simple for me to integrate.
