Create a Mobile Website

Hello! I need an app-like website that is responsive & compatible with both android and iphone / ipad. It needs to be clean and simple UI with white background and dark gray menu buttons with white text. Here is what it is and what I need made: Description: This (app) will allow users to have accounts and to be able to pay a small fee (set in admin) to ask a question to doctors and have them reply via the app with recording a :30-15:00 (set in admin) response video. All users will have a username and the person asking the question will insert the Dr.'s username upon submitting the question and payment. Once the question has been answered, the system sends the video (youtube url) to the asker and the Dr. that answered the question gets the fee the user paid via Paypal to the Dr.'s paypal account immediately. You can use youtube api so that the server won't require all the data / video bandwidth. The user who asked the question will be pay upon submitting the question. If the Dr. doesn't answer within (x days - set in admin), the user gets their money returned. All of the payment side will be done via paypal. For each transaction / question answered successfully, I need a portion of the question fee to go to my website / paypal address (set price in admin). This will only be collected on answered questions. The user who asks questions gets a notification and url to the video response. Here are the pages needed: + login / join screen (info to collect in db: username, email, paypal address, password, and avatar image) + submit question / order screen (include a text field for the question to be typed in, the username field that the question is directed to) - have it display the cost of asking this Dr. (reflects the amount the Dr. has set in admin), and 'submit order' + confirmation screen summary of order (showing the question, dr's username, cost, and 'place order' button) + success / paid screen (confirms the order has been submitted) + admin screen for both the question asker and Dr. - any user can ask or answer questions, so the admin needs to be for both as a universal admin: Admin details: --- 'my questions' orders inbox (if someone has paid to have a question answered) - if no question, it says 'none at this time' - This will display all the questions / orders submitted to the Dr. and will also display 'potential earnings' total which shows the total sum $ of all the orders in the queue. --- 'my video answers' page (displays rows of video urls to answered questions) --- 'my earnings' page - shows total # of $ earned to date by answering questions --- change / upload profile image --- change email / name / password (if changing email, sends confirmation email to verify) --- 'edit pricing' (Dr.'s can edit the cost they charge to answer questions) --- 'customer service' - this link goes to a customer service page (i'll provide the url later) --- 'invite friend' - enter email address of friend to invite them to use the service --- cancel account (with confirmation screen to ensure they want to cancel / delete their account Looking for lowest bid and high satisfaction ratings here on freelancer.
