Hello! I can develop a game like this for as cheap as you're willing to pay, basically, and pretty quickly as well. I have plenty of experience with video game development. I've developed games for the last 5 years. The hardware and software requirement would definitely depend on how good the graphics are among other things. I would use Game Maker: Studio.
