Android "I'm-Busy" call intercept and custom response

I need an app that will act like caller id. It will not only check the incoming number against the address book, but will display the number and also give me several options for custom responses to the incoming caller.
Example: I am on the phone with my boss, the wife calls in, I want to click a button with a pre-made custom message (besides my default voice-mail) that allows me to have a selection of responses
. I want to have say, 5 buttons or more, that I can customize that popup at the time a call is incoming (whether I'm on the line, or not) I want one of these to function as a "save number" to a database for later reference. I will detail more about this, and have questions about my options for the database, after the project is awarded.
I only need this for proof of concept for now using Android Honeycomb. I have a budget of around $100 for this project. After first stage is complete, I may expand this project in a short time, and will give the winning bidder the option to work on it as well before putting it out to bid.
