Android application for city route mapping

hi, am looking for an android developer who can create me a small app on my tight budget. The app should have the following features : offline support, GPS, push notification and show route in map. I am a taxi service provider. The app is for a public to use for following functionalities : 1. To find out my nearest taxi service (preferably 10kms radius) from user location, and to show route. I have fixed service centres on different places in city. 2. To select their source and destination(listing checkpoints) to find out service, to calculate time of journey, fare 3. description of available services in my service centres, like waiting rooms(AC/nonAC), parking etc. 4. Listing nearby places like malls, parks. 5. Nothing needed to take care about billing,booking and timing. This app is to attract public to my taxi service. The app should be capable of doing the following things. 1. Needs to update data when changes like fare or adding/deleting boarding centers. 2. Also should give notification to users regarding the same. 3. Should have capability to perform all online free tasks like fare calculation, listing of distance, time and fare in offline mode.
