I have around 400 still images of cars. I need to recognize the registration number of vehicles from their number plate using optical character recognition. Firstly, I need to extract out the license plate from the complete image. Then, we will segment out the individual characters from the extracted plate. These characters will be sent to Artificial Neural Network for optical character recognition.

I can develop matlab code for your application of number plate recognition. I have another option of using NI Vision platform to develop the same application. I am from Pune.
I have created a more complex project than this. It was CAPTCHA detection using ANN in MATLAB.
