Windows server - migrate to new server (Answer my questions)

Hi guys, I have a existing window server 2008 R2 standard.
It is a physical server, however, the hardware is old and server is not so stable now.
So, I am going to purchase a brand new physical server with better hardware, so I need your help to setup the windows server and help me migrate everything from old server to new server. I have few questions.
1) Do I need to keep using Windows server 2008? Or Should I upgrade it to a newer version of windows server?
2) Can you help me to check all the configuration of my old server and help to migrate it completely to new server and configure everything same as my old server? Since I am running many web applications which are APIs connecting to many of my mobile apps.
3) I am not sure what things and application set in my old server, so you have to help to check everything and make sure it works fine same as old server. Ok?
4) I also need documentation, I need you send me a summarized report (document) which include all the apis path and web application detail, like exact path and etc.. Because my previous server administration didn't leave that.

It is better to go with latest Windows Server version if software can run on it. That need to be tested/verified.
