I can do everything you ask, fix your SSL certs and swap you over to nginx as well as look at general performance issues and optimisation as well as help you in future should you run into similar issues. The budget of $30 won't cut it though, that's about an hour's wage and this is likely to take several hours. I'm an experienced sysadmin, I've run tens of websites and deployed SSL on Apache/nginx hundreds of times.
