Build a website using and CMS (Wordpress preferred)

The scope of the work lies as below: 1. The site should be bilingual in English and Arabic. 2. The target area for my products is Jeddah, Saudi Arabia 3. It should be a socially viable site targeting the youths and all gender. 4. The site should be like a newspaper framework. 5. There should be updates on local activities, like videos, sports, discount coupons, directory, jobs, maps, hotels, auctions things to sell etc. 6. The latest offers should be updated from the admin area 7. Registered users can post articles, jokes, videos and weekly top rated posts will get a prize of ($10 or $50) depending on admin setting. 8. Another option should be enabled for Jeddah Talent Hunt, where registered users who have uploaded photos, videos, news etc. gets voted by the visitors, and the weekly prize will be given to the highest rated user. Admin of the site should be given the permission to award. 9. Latest posts and offers are to be highlighted on home page. 10. In short just like the concept of suppose Facebook or for that matter youtube. Although these are big I plan to do it small, I mentioned the reference for visualizing the project well. Thanks,
