Convert PSDs into Mobile Website

Hello, We are looking to create a mobile cart system from a series of 13 Photoshop PSD's. This project is for a website NOT an app. We are looking for a device-independent HTML5/CSS3/JavaScript coded site in the end. It is not your job to make cart work - we need all the PSD's coded into responsive, fast loading HTML pages. We will program the cart functionality - you are coding the user interface. All details, included a link to the exact pages that need to be coded are in the attached PDF. Preference will be given to bidders who have done this type of project before and have examples.
