Current/former Google people? Unique SEO issue

I need someone who is able to contact Google directly to report violations on the part of a guy out there that is cheating the system. My competitor is listed multiple times on Google while I am constantly struggling just to keep my legitimate results high. When people search for me specifically, they keep going to him. Nevermind that he is cybersquatting on two of my sites, he is gaming their search engine to get high rankings and gets listed for multiple sites, all with the same products and often more than once per website. I want a former or current Google person or a programmer who has direct contact with Google to handle this for me. Really all that should be needed is a very professional notification sent to Google but my programmer has tried this to no avail. While we are doing that, I would like advice on how to improve my site visibility too. I have a programmer and do not require ongoing assistance right now, just some help. It shouldn't take more than a few minutes to file the complaint and I will gladly pay for that if it is acted on by Google. Checking out my sites should also take very little time at all.
